Rules

I spotted this quote painted on the floor today;

"Rules are made for the guidance of wise men and the obedience of fools"

The irony if this was that it was right next to a Private Parking Area

Apparently the owner of this shop also owns that part of the pavement, He used to park his motorbike there but since they painted double yellow lines he has not been able to, He has since made this funny looking white area with this odd quote on it, is he calling people fools for not parking there? I don't know what he wants from us?
