A thingy

It sits on a pillar in the Science Park where I work. I don't know what it means, or what it symbolises. It use to have a digital clock as part of it, which was always wrong, but now that is no longer functioning. I wonder if that's actually an improvement. The wrong time or no time - which is better - discuss.
