Street art?

I could easily see this image hanging in Tate Modern. Painted by an unknown artist, its currently competing with Pallant House Gallery for attention.

Alas not many people will stop to admire it as it was slapped on by the builders who are restoring a rather lovely Georgian building in Chichester ...
