Did they mean this?

We have debris filters in our coolingwater intake.
In that way we prevent debris and small fish being taken into the cooling system.
But: the fish, coming off from those filters very often died when the were lead back into the sea or at the sand at low tide.
So that had to be done more careful by means of a gutter, leading out, away from the inlet.

But: herons and cormorants think they are in a restaurant...
