These steps are part of the Twickenham Bridge, leading up to the road from the bank of the Thames.

Twickenham Bridge was opened in 1936 I think. On the same day as Chiswick Bridge and the revamped Hampton Court Bridge. Three bridges in a day! What a fun day the King must have had with all that ribbon cutting.
