Standing gull

Like a lot of the bird life on the pnds at The National Archives, the gulls are tamer and more likely to let you get close than would usually be the case. They are very used to a constant stream of historians and genealogists going past them, and have probably worked out that they are not much of a threat.

I'm not very good on gull recognition - but I'm sticking my neck out and saying it's a Black-headed Gull in adult winter plumage - i.e. without the black head. am quite happy to be contradicted, though...
