Welcome to Perth

Perth railway station has this fine canopy over the entrance hall. I've often sat in my car looking at it while waiting to meet someone.

Just one thing puzzles me. Why does it say "Welcome to Perth" when everyone going in to the station is already in Perth but leaving it?
