Owed money and they won't pay or the debtors have disappeared for a fee they can be found and made to pay up or else!

Graffiti is not so common in China although hand sprayed or stencil sprayed telephone numbers often appear on unused buildings or walls offering a wide variety of services.

I reckon the home shrine is in the gate way because it's been thrown out. This blip was taken next to a building ready for demolition.
