Message?

I caught this guy standing on a busy street corner with a large plastic bin on a trolley and this sign - quite an intense look on his face. For the life of me I can't figure out his cause or message.

The weird part is I was thinking that I'm approaching blip number 666 and was joking with someone about what to do - then I see this... If only it was a week later.
