This is part of the mechanism of the crane at Newbury Wharf. It is not original - that was recovered from the canal when the canal was restored.
This could be from a Great Western goods yard and would not have been any use lifting the heavy cargo from the canal barrages. There are conflicting stories about its history.
Most of the original Newbury basin has been built over - the library covers a large part of it.
