On The Lookout

Haven't got the faintest idea how this sculpture I discovered today is called as I couldn't find anything anywhere on the internet, so I called it 'On the Lookout'.

If anyone knows who made it, what it's called and since when it's revealed I would like to know. It must be pretty new as it's not visible on google maps street view either.

Hint: It's located in Dordrecht just beside the railway bridge and the river on a inner court called 'Draai'.
