Where am I?

I was listening to Radio 4 this morning and there was this guy who thought that the trend for sheer glass buildings is coming to an end and that decoration will be making a come back. Rather like the what happened in the Victorian times after all that simplicity of Georgian architecture. We will see. Will it ever get to the level of this decoration on this Manchester building. Anyone know where it is? The building has just changed uses.
