Question gardener's time

Like some kind of whimsical Wombles, the guys who run the dump seem to enjoy re-purposing the junk that comes their way. 

This planter-clock combination being a prime example. 

I have to say though, the little groups of gnomes, animals and other garden ornaments are definitely on the creepy side of whimsy.
