This is the National Monument on top of Calton Hill, Edinburgh.  Built by William Henry Playfair in commemoration to the Scottish soldiers killed in the Napoleonic wars, this was to be compared to the Greek Parthenon.  Building commenced in 1826 but stopped 3 years later due to lack of funds and has never been completed to this day.
