The one with the fallen angel

I have seen some things in my time but I can't quite fathom this one out. It has randomly appeared in between a pizza restaurant and the international food store which I frequent. The two cherubs displayed high above the door leave me none the wiser!

Alarmingly it's immediately opposite the entrance to a local pre-school :-0
