Sophisticated design types will think in terms of using colour in a subtle way. Or if using bright colours, using blocks of colour to great effect.

The design scheme around the Civic Centre will have none of that. It is total spangle, the smarty approach to colour. And I have to say, it makes me smile. There are so many colours in this flower bed I have counted them a few times. I think it's seven
