Art or vandalism?

I can see this piece of graffiti from my office window. I have no idea what it is or is meant to represent, but it has presence. The menacing larger eye, the sneer, the pointed finger, the stance all call for attention. It is less important what the artist "meant" existentially, it is, rather, what the image conveys. The first order question is, is it an act of art or vandalism? In the area in which I grew up, graffiti is used to mark territory, to keep people out through scarcely veiled threats to their welfare. On the other hand, one of the most famous graffiti artists, Banksy, has had his work shown in galleries such as Sotheby's and despite his anonymity, he has gained tremendous popularity. Celebrities such as Angelina Jolie and Brad Pitt have purchased his work for a hefty price. So I guess the answer is it can be both! The secondary question is does it add anything to sciety today and again the answer is, well yes and no. It all depends on the context and content. Yet we so often judge people out of context, or on limited facts. So, let us take time to reflect before we judge or condemn as although we can overpaint graffiti, we can't take words back
