I discovered today that if you find a lost passport and take it to the police, they send it to the Home Office for destruction. For security reasons.

Whereas if you find a lost passport then find the owner on Facebook, they get their passport back, don't have the expense and hassle of getting another one, and don't miss the holiday they had planned. For human reasons.

All you need to do is check that the photo in the passport matches the photos of the person on Facebook and the way they actually look when they come to collect the passport.

Not, of course, if I found a passport, that I would take issues of national security into my own hands.
