Snow volcanoes

Does anyone know what's going on here? Dozens of little snow volcanoes, six to ten centimetres across, all over the pavement near the bus stop. None on the path across the field nor the path by the river nor any other pavement I walked along today.

Now that I look more closely I see that each has a tiny stone in the middle.
