One Eyed Car

Stuck for a blip today, so ducked into my neighbour's and was rewarded with a recent addition to his collection.
I know it look as though it's been sitting in this spot for years, but not so.

Sorry to report that I have no idea what it is.
Perhaps somebody might know.
