From dust til grown

This farmer created a giant cloud of dust, that caught my eye
We had a little chat. He told me, that he's a farmer since over 50 years, but he couldn't remember such a drought. (Almost no rain since April)
There is an EU regulation, that fields, which would be empty until spring, have to be sown with a "between plant" (used as natural fertilizer) before 15th September. Normally this is a good rule, but with this drought it is ridiculous. There is almost no chance, that the seed will sprout.
So he will waste thousands of Euros.
But there was no chance to adjust the rule - he tried it.
So he turned with a moan and disappeared in the dust....
