Dragonfly or damselfly?

I love small bugs, but am hopeless in identifying them. I think this is a damselfly.
Any way, it's beautiful. Looking at its build and length, logically it shouldn't fly or hover.
It is a wonder of nature, evolution personified.
It reminds me that human knowledge has limitations, we don't know everything and probably never will. Humility!
