Whatchamacallit

I spotted this in a back street but I have no idea what it is.  I like its shape, the rusty bolt holding it in place and the water that's collected in it's cavity.  It looks like it's been splattered with mortar at some point and then the spiders have come along to give it a dusting of cobwebs.
