Elfin safety gone MAD?

Unless one is visually challenged this if a fact which can be deduced from about twice as far away as the first notice.
Caused me to wonder if either is REALLY required.
Derek, totally devoid of sight, would be steered around it by his Dog, which cannot read anyway, and the rest of us can see the fact.
This must be the "etc." in "The Health & Safety at Work etc. Act 1974."

Being me I HAD to check; they've been "Footpaths" for the last many decades.
Behold:-
"The only difference is location - a footpath is a path that is not beside a road and a footway is a pavement that is next to a road."
So - NOW we know?
It's STILL a footpath to me.
