What? Where? Why does even the simplest job here open a can of worms?

All I had to do was dig a little hole to mount a handrail. Why do I have to find an indeterminate pipe / armoured cable in exactly the wrong place.

I know it's not gas, water, or electricity that's actually supplying the house.  

Experience indicates that doesn't mean it's not live.  Sigh.
