I read a book about Geopolitics to find out why Spain is unfinished.

Turns out the geography of the country ( high central plain, lack of navigable rivers and the Pyrenees) are a barrier to growth. So like most of Southern Europe they were behind the north when industrialisation came along. Then there was Franco which meant Spain was pretty much politically isolated until the 1980’s. After this they joined the EU and made good headway until the financial crash of 2008 which hit Spain very hard.


Hence the pavement outside our villa not being finished.
