Surrounded.....

......... by tar and cement.
This is a rather poor attempt at BobsBlips' wide challenge today of closed or surrounded.
The shops look closed too (although they aren't).

I was going to  make it more interesting by going film noir or moody mono as per Skeena's and Hobb's challenges. 
It's probably not really dark enough but will tag anyway. 
As Hobbs himself would say "what the heck".
