Victorian Garden

Anybody know what this is?  It's very tall, in a beautiful old Victorian garden.  To me it looks like some kind of fuchsia, but I couldn't find any similar images, and I've never seen a fuchsia this big--more like a tree than a shrub.  It also looks like fabulous Carmen Miranda earrings.

We finally got some sun around here, but it's still windy and the fog is already creeping back.
