Parking

What do the residents and their visitors get up to that they need all the parking spaces between 2pm and 3pm?

It was an unexpectedly bright and sunny day today, but with a number of little jobs to do I didn't get out of the house until quite late when the light was already failing.  I will do better tomorrow.
