New rugby pitch

It's a grass carpet!
Never seen this before but seems to be a great idea as it's growing really well.
Maybe the stupid chap letting his 2 dogs using both the new pitch and the old one as playgrounds and toilets should be seen off.
Is he stupid or just some scumbag?
