Odd items

This is one of the four 19th century reservoirs with taps which were part of a water supply provided for the village by the London Lead Mining Company. There have always been a few odd things deposited here but I noticed today that a lot more items have been added and someone has even decorated the tap. I have no idea who has done this, or why. It's beginning to look like the shrines at Holy Wells in Ireland, that freespiral searches out and writes about. I suppose in a way these could be regarded as wells, they were certainly  sources of water.
