I've never seen such a car before. It's a Mia electric.
They were only built between 2011 and 2013 in France.
This Mia is a three-seater, measuring 2.87 m (9 ft 5 in), with two sliding doors and the driver seat is located in the center, as you can see in the extra.
I first thought it is selfmade, because its roof is repaired with a lot of gaffer tape/ duck tape. I think it's a cause of the lack of garages, because Mia got insolvent in 2014.
