A Wire Tree

If anyone can tell me the meaning of this contraption it would be much appreciated.

I am unsure how long it has been there for but I am thinking not long.

I was driving along Salisbury Highway, just before you get to the expressway the other day when I saw it. I at first thought it was a tree, at quick glance, and then realised it was a wire tree....odd. There must be some meaning behind it.
