Blood hands..

It's tradition here, to slaughter a sheep, when celebrating a variety of occasions.

This could be a new car, a new bus to completion of a newly built house. Hands are smeared in blood from the (Poor) sheep and placed all over the car or in this case, on the walls, at the entrance to a new block of apartments.
