Dumped

I've never understood how or why folk dump cars. Of all the things anyone might fly-tip it has to be the easiest for the council (or Dibble) to track back to an owner. This one isn't taxed (according to a big sticker on the windshield) but someone must know about it. If it's been TWOC'd I'd guess the owner would have been for it. It's possible to get a few bob for cars that don't run so why just park it up and leave it?
