During.

I didn't manage the "before".

I seem to remember, way back in history, "them in charge" voicing an idea that they were not overly keen on large organizations siting large retail outlets away from town centres.
Maybe "they" think that Penrith is so small that anywhere within the 30MPH zone classes as in the town centre.

Up on Ullswater road, we start with Ullswater Road Garage. On the same site there's a small super/mini-market, a Subway© and a "Red roster" diner.
Right beside that we see Cranston's Food-hall and Cafe. Next comes a Truck-stop (Just become extinct), followed by ALDI, Halford's and whatever current name occupies what was the Wickes site.
The truck-stop ceased, for whatever reason, to enable yet another "out-of-town" site to spring up ...

"The large extension, which has detailed planning permission, will provide a further 61,000 sq ft of high quality retail warehousing together with a total of 214 car parking spaces. B&Q will occupy 35,000 sq ft with garden centre/builders yard of 18,000sq ft and Pets at Home are to take 6,000 sq ft within the adjoining unit 6.
Following pre-letting to B&Q and Pets at Home, there are three units available providing 6,000 sq ft to 14,000 sq ft all of which are positioned within the heart of the scheme.

Planning permission allows for A1 Bulky Goods retail use.
LEASE TERMS
Units are available subject to full repairing and insuring leases for a term to be agreed at a rental equating to £15.00 per sq ft per annum.
All figures quoted are exclusive of VAT where applicable.

"
According to my, albeit ropey, arithmetic - the 3 remaining units will have to cram into the residual 2,000sq ft. What am I missing? Is B&Q occupying units 1-5? leaving only unit 6 for the pets? Or will there actually be units 2,3,4 &5 using the last 2,000 sq.ft.?
A re-read tells me that only "three units available" B&Q in one, Pets in adjacent "unit 6" would appear to leave more than 3 units, unless B&Q occupy units 1 AND 2.

Aside from Pets at home, a computer generated picture shows at least two other, currently unclaimed, units. One is inclined to wonder who's going to bother to fill all the new vacant retail outlets sited in town with so many nationally known names biting the dust. Woolworths went, Bon Marche gone, Goldsmiths nearest is now Barrow or Newcastle, the local Blockbusters seems to have kept its head down ... time will tell.

Rumour hath it that the old B&Q on Bridge Lane will become another German owned Superdoofer (LIDL?).
