The Wall of Mystery

Why do you suppose they've left this wall standing in the middle of this mess? I know it's going to be leveled like the rest, but it's a puzzle. It's been a couple weeks since I walked downtown to look at this site. If I stick with it, in a couple years you'll see a great big tall ugly building where there once were several unique human-sized structures.The Extra is the view from the other side of the block.
