Waste ground?

A day working from home today, my car was being serviced and I was dog sitting as the neighbours were getting a wall put in between our garden and theirs. (Must've been something we said.) So there was nothing to keep our mutts in while that was being done. The wall is up now, Berlin of old comes to mind. I haven't seen any watchtower or wire so far, but it's early days.
