Painted pavement

Who paints the pavement, twice, in shades of red and green that might be thought unusual choices? I don't know the answer to any of these questions, although they all occurred to me while I was taking this photo. I'm glad they did though - the weathered legacy of their efforts was the most colourful thing to be seen on a very grey and dreary Monday in March.
