Is this an exit barrier which I see before me?

We went for a drive today. An exciting trip, even if it was only to have a blood test. The free hospital car park does have entry and exit barriers but, if you know the magic number, your way is clear.
The weather is improving and the sun has got his hat on - more gardening for me (I also have a hat on).
