Katie Wearie.

This sundial, at West Port Green in Linlithgow, was created by Tim Chalk in 2010 (at a cost of £40,000 - and no one has knocked the little bird off his perch yet) and unveiled in June 2011.
It celebrates a lady, Katie Wearie, who may have been a local cattle drover who may have rested under a willow tree, such as the one depicted in the sculpture, and who may also have drunk water from a local well - all at some time in the nineteenth century (or there-a-bouts).
It is cast in bronze on a concrete plinth with an associated "S" shaped concrete seat.

I may sound a little sceptical but I am only the messenger, there is no authoritative information about Katie - only the legend.
Also, I will be more than a little annoyed if anything happens to the bird, though I did find a picture on the internet with him cut off (c.f. Aunt Helen's head in the family photograph). It's easily done, I had to take a second picture for that very reason.

p.s. They should put an analemma nearby in case someone wants to know the date.
