Weird vehicle!

Spotted this at B&Q today. I saw it being driven off and it might look like a car but it sounds like a motorbike.Driver didn't seem to be confident as it was driven off very hesitantly.
Extra photo - Oops - I managed to shred the lawnmower lead today - don't ask! I've ordered a new mower - cordless!
