Hmm, I'm not sure. G.M. is not a start-up and it was G.M. that pioneered the electric car. But the E.V.1 was a failure, whereas the Tesla is a success. Perhaps that's what Steve Banks meant. The same could possibly be said of N.A.S.A. and SpaceX; SpaceX is now doing things far quicker and cheaper than N.A.S.A. ever did.
