Horseheath Road

The field next to the one where the new houses have been built, is being prepared - for something.

The earth has been flattened and two sides have been planted with a tree/hedge border, in this photo they look like white sticks. 

Can anyone tell me what's going there?  Martin thought that it might be a recreational area, is that right or just wishful thinking?
