In this case it's a male Linnet perched some barbed wire.  

For most of the year the male Linnet loses that lovely pink colour and looks (Stevvi) rather more like a sparrow.  But currently it is the breeding season and so he's looking rather fine in that waistcoat with its matching little pink cap.  You generally see Linnets in flocks, and they can be pretty hard to get close to as they are ground feeders and easily disturbed. 

As is so often the case, the female Linnet is not such a showy creature, although still rather lovely in her own way.  There's an extra of her sitting on a different wire fence.  I wanted to go with the male as the main, but the shot of the female definitely has the nicer background of the two.
