Banded Demoiselle on Water Lily.   I am wondering if it is one though as it looks like it has two pairs of wings and my Collins Nature Guide to Insects and pictures from various websites show just one pair.   It quickly opened and shut it's wings a few times and I was able to get them partially open.
I notice the duckweed has started to form too.
