A Better View??

Sometimes you see things that just make you stop and wonder...WHY?? A ratty, old, duct tape-patched, love seat sitting outside wouldn't be all that uncommon in places. But in a fairly affluent neighborhood, and sitting on top of a hedge row...well, sorry...no reasonable explanation comes to mind.
