Soldier Beetle.

Cantharis decipiens.  Cantharis is a large genus of beetles. This one was sitting on top of the flower head of the attractive  umbellifer Alexanders.
They are harmless to humans. Indeed they are a gardeners friend as they catch and consume small pests such as Aphids
