Sheep Shelter

Is it a noun or a verb or do both apply?
Sheep are not credited with being the most intelligent creatures, but they are clearly smart enough to shelter on a hot sunny day. Or was it just one sheep that had the idea and the rest followed......
The sun didn't last, and we've had spots of rain this afternoon, and thunder and lightening this evening. The sheep may still be sheltering, but for a different reason.
