Obstruction of the Highway!

I had this notice pushed through my door today. I was at home but the so-called ‘inspector’ did not ring my doorbell to discuss it with me.

Yes my ‘vegetation ‘ is spilling out onto the pavement. But there is still room to walk along the pavement. Looking in the other direction to my neighbour’s property, his van is totally obstructing the pavement. He has two empty drives. I asked the council about this but apparently THAT obstruction is a police matter and not the council’s concern! Bureaucracy at its best!

Note that the inspector’s name seems to be ‘AS41’ and he hasn’t actually filled in his name. The handwriting looks like that of a 16 year old school leaver.
